Carl Brookes has prospered in what is effectively a new industry since buying his property franchise.

The change in legislation, which affects over 2.5 million properties per year, now requires all residential properties that are put onto the market for sale or rent to first obtain a completed home information pack (HIP) or energy performance certificate (EPC) before they can be marketed.
